Does run as administrator make things run better?

Does run as administrator make things run better?
Might be a silly question but I was trying to download EVE recently and while trying to run the client downloader normally the download was at about 600 kb/s and sometimes went down to 300 BUT when I used run as administrator it ran at about 800kb/s -1mb so I'd thought I'd ask to see if it was just a fluke or if I should be finding a way to make sure every program I run is run as an administrator

Tada, no more need for admin mode.
However no, run as admin shouldn't change priority for resources.
